Panos Chatzipanos was born in Athens and has studied civil engineering at Oxford University (Engineering Science and Economics) and at Salford University (Civil Engineering) in Britain. He holds the post –graduate degrees of Diploma in Water and Environmental Management (DCIWEM), Master of Philosophy (M. Phil) and Doctorate of Philosophy (Ph.D) from the University of London. His research field has been Hydraulic Engineering and especially Hydrodynamics. He has been an assistant lecturer at London University (1978-1981) and a post – doctoral research follow at the National Technical University of Athens (1981-1983).

During 1983 he joined Constantinidis Construction Company S.A. (7th Class) and has held the positions of project manager, program manager, director of projects (portfolio manager) and partner. In 1992 he co-founded Trias S.A. (7th Class construction company) and has been the company’s President and Managing Director till 2001 when the company merged with E. Tsabras S.A. (7th Class) to form Technerga S.A. Group involved in construction, real estate and tourism. He has been Technerga’s Managing Director from 2001 to 2004 and currently is a major partner. During 2004, he founded Econtech S.A., an engineering consulting firm with special emphasis on the project management of large infrastructure projects. He currently holds the position of President and CEO and is the portfolio manager of a project portfolio having a current value of approx. € 140M.

He has participated in numerous conferences and seminars in the fields of Fluid Mechanics, Hydraulics and Construction Μanagement, has published 14 research papers in major international scientific journals and various articles in Greek newspapers on infrastructure projects and the environment.

He is a member of PMI, ASCE, CI, IAHR, ICE, CIWEM and ISWA, a registered professional engineer in Britain and Greece, Secretary General of the Project Management Institute, Greek Chapter, Secretary General of the American Society of Civil Engineers, Hellenic Group and representative of the Technical Chamber of Greece to the National Project Management Standard Government Committee.
